Contingency Planning: From Documentation to Execution Structure of Effective Plans A credible disaster management plan comprises: • A preparedness framework • Scenario-based contingency plans • Standard operating procedures • A recovery and rehabilitation strategy Plans that do not translate into operational clarity are functionally irrelevant.
